Complaint File THE NUMBERS OF complaints recorded between 1990 and 1994 and shown below were taken from a list provided in a document from Lt. C.R. Gilbert of the SCPD and sent to the CPRB in January of 1995. The remaining numbers were compiled by Sgt. Lee Sepulveda. Sgt. Sepulveda also compiled a list from 1990 to 1994, which shows lower numbers (88, 92 and 33, respectively) for the years 1990, 1991 and 1993. Sgt. Sepulveda had no explanation for the discrepancy. Before 1996, the figures did not distinguish between citizen complaints and internally generated complaints.
