When there’s no money, however, it’s one of the first things to be slashed. That could be happening on Highway 1 in Santa Cruz. Plans exist to improve merger lanes on the stretch of road, but that costs money, and money is one thing the state doesn’t have. As a result, the project is being put on hold for now, pending the state of California’s finances. Only then will the state decide whether to go ahead with the project.
