City officials admit that the protest is a nuisance, but there is not much that they can do because of a technicality. The county courthouse, where the protesters sleep, is officially country property and not subject to the city’s bylaws. Technically, the group is protesting the sleeping ban by not sleeping on city property. Since the activists say they have no plans to leave, the protest could go on for a very long time.
